Centlement The following is an informational summary of fire protection Limiting Conditions "

for Operation (LCO) A2-92-F0621 and A2-92-F0653. _ Unit 1 and 2 - are in Cold Shutdown to support the Unit outages started on April 21, 1992:

ILCO) A2-92-F0621 At 1130 on September 9,1992, a crack was found in the Thermo-Lag of penetration seal CD-1-472 located in the Unit 2 control Building Cable spread room. This was found during Porformance Test - (PT) 34.6.7.8, Fire - Barrier Penetration - Seal-Control Building (EL. 23' 0"). A fire watch was stationed in the area and remains in place pending the restoration.of the seal and the resolution of the generic Thermo-Lag issue. The Thermo-Lag seal was not restored within the 7 days allowed by the Technical Specification Fire Barrier Penetrations LCO; therefore the submission of this Special Report is . required. The restoration of the Thermo-Lag seal was postponed while I. E. Bulletin 92-01, Supplement 1: " Failure of Thermo-Lag 330 Fire Barrier System To Perform Its Specified Fire Endurance Function", was being evaluated. Thermo-Lag will continue to be used to maintain

- the existing plant configuration until the Thermo-Lag issue is resolved and a suitable replacement material can be found. Fire watchen have been stationed in-areas where Thermo-Lag-is used as fire barriers. Seal CB-1-472 was restored to its original configuration on October 8, 1992, but LCO A2-92-F0621 will remain

-in affect to track the generic Thermo-Lag issue.

l (LCO) A2-92-F0653 i At 1615 on September 15, 1992, firo door 114 on the 20' elevation of the Control Building was declared inoperable to allow it to be opened to support ventilation for the 2A Battery Room. A fire watch was stationed in the area throughout the LCO period. This fire door is between the 2A Battery Room and the Unit 2 Cable Spread Room. The restoration of the 2A Battery Room ventilation was delayed beyond the 7 days allowed by the Technical Specification Fire Barrier Ponetrations LCO due to changes in the work scope. The door was declared operable at 1830 on September 23, 1992.
