Washington, DC 20555 BRUNSWICK STEAM ELECTRIC PLANT UNIT 2 DOChTT NO. 50-324 i LICENSE NO. DPR-62 SPECIAL REPORT PER TECHNICAL SPECIFICATION 3.3.5.7 AND PURSUANT TO TECHNICAL SPECIFICATION 6.9.2 (2-SR-88-002) i Gentlemen:

During the Unit 2 1988 refueliag/ maintenance outage, the unit Reactor Building fire detection system zone 14 instrumentation was declared inoperable at 1630 hours0.0189 days
0.453 hours
0.0027 weeks
6.20215e-4 months
on January 19, 1988, due to erroneous fire alarms (approximately 5 within the previous 12-hour period). This zone monitors the 117-foot elevation of the building. A limiting condition for operation (LCO) and a Work Request / Job Order (WR/J0) were initiated to investigste and resolve any problem (s) to which the subject fire alarms could be attributed.

Due to relative inaccessibility of the involved fire detectors (located on the ceiling above the 117-foot elevation of the Reactor ~ Building) and resulting personnel safety concern regarding troubleshooting of the problem (s), the cause of the subject fire alarms has not yet been determined. Consequently, the 14-day time frame of the involved LCO was exceeded on February 2, 1988. l l

a. ~,

i In order to permit troubleshooting / resolution of the subject fire alarms, plant Engineering is evaluating the installation of appropriate plant modifications, which will allow safe personnel access to the involved fire detectors and/or remote identification of problem fire detectors. Pending completion of the involved modification (s) and subsequent repair activities to the subject instrumentation, an hourly fire watch patrol, as required by technical specifications, will remain in effect. The involved LC0 will be cancelled and the zone 14 fire detection instrumentation will be returned to service following resolution of the problem (s) affecting operability of the instrumentation.

Very truly yours, Yl .
