Dear Mr. O'Reilly:

This confirms the on-site conversation at 0800 on November 8, 1983, between Mr. R. M. Poulk, Jr. , Carolina Power & Light, and Mr. Paul Bemis of your office, concerning an immediately reportable event per Technical Specification 6.9.1.8c.

While performing inspections on the Unit No. 2 recirc piping required by IE Bulletin 83-02, and the NRC order to Carolina Power & Light Company dated October 26, 1983, it was determined that four welds had indications of IGSCC.

Two of these welds (2-B32-12"-BR-G-4 and 2-B32-12"-BR-K-3) were located on 12-inch risers. The other two welds which showed IGSCd indications were 2-B32-28"-A-8 and 2-B32-28"-A-14. These welds are located on 28-inch piping on elbow-to-valve welds; one each on the suction valve and discharge valve.

Evaluation of correctivecaction for these four indications is still in progress, and will be addressed in the 14-day report.
