I c' ARKANSAS POWER & LIGHT COMPANY POST OFFICE BOX 551 UTTLE ROCK. ARKANSAS 72203 [501) 371-4000 September 23, 1983 1CAN098310 Director of Nuclear Reactor Regulation ATTN: Mr. J. F. Stolz, Chief Operating Reactors Branch #4 Division of Licensing U. S. Nuclear Regulatory Commission Washington, DC 20555

SUBJECT:

Arkansas Nuclear One - Unit 1 Docket No. 50-313 License No. DPR-51 Bounding Analytical Assessment of NUREG 0630 Models With FLECSET Gentlemen:

In prior correspondence, AP&L has submitted the analytical results of a bounding assessment of NUREG 0630 model impact on LOCA KW/FT limits (AP&L letter ICAN068301 dated June 8, 1983). This report also reflected the use of the FLECSET heat transfer correlation as a compensating model to reduce the impact of the NUREG 0630 moaels.

Enclosed is the final report prepared by B&W for the B&W Owners Group which includes previous results and provides appropriate justification for the use of the FLECSET data. We request that NRC review and approve the final report as adequate basis for subsequent use in calculating technical specification operating limits. We request that approval be completed prior to preparation of the next reload report for ANO-1.

Very truly yours, John R. Marshall Manager, Licensing JRM:CT:sl
