Dear Mr. Calvo:

In response to the comission's letter dated July 3,1986 (1( 'A078604) and following up our letter dated January 30,1987(ICAN018709), this is to provide you with the ANO-1 Inservice Testing (IST) Program for the Power Operated Relief Valve (FORV) PSV-1000 and its Block Valve CV-1000.

PSV-1000 The ERV is a solenoid operated valve which is wired to operate manually or in response to RCS pressure. While its motive power is system pressure, it is not self-actuating. Consequently, the ERV will be designated as Category B only. As such, only Subsection IWV-3410 (valve stroke and timing) applies. Further, the valve control scheme has been modified to cause the valve to fail closed on loss of motive or instrument power. This was confirmed after the design modification. Therefore, additional fail-safe testing is not necessary.

The ERV will be full stroke exercised on a once per refueling outage frequency. The valve is not equipped with direct-reading position indication; consequently, stroke timing is not possible. The valve is quick acting and RCS pressure will be used to confirm opening and closing.

The ERV opening and closing setpoints will be tested on a once per refueling frequency.

CV-1000 The ERV block valve will be designated as Category A. As such, Subsections IWV-3410 (valve stroke and timing) and IWV-3420 (valve leak test) of the ASME Code,Section XI apply. Per Code requirements, CV-1000 will be full stroke exercised and stroke timed at a frequency of once per 3 months. Due to system design, leak testing cannot be performed per Code requirements.

An alternative test is proposed which will require closing CV-1000 then opening PSV-1000 to monitor leakage. Detection of significant leakage will be determined by monitoring exhaust pipe temperature and vibration, quench tank. level, and RCS leak rate. By these methods, leakage of a few gpm should be detectable. The alternative test will be performed on a once per refueling frequency during hot shutdown.

The IST program has been revised and all necessary procedure changes have been completed and implemented. 3 Very truly yours,
