Arkansas Nuclear One - Units 1 and 2 Docket Nos. 50-313/50-368 License Nos. DPR-51 and NPF-6 Response to Inspection Report 50-313/87-14 and 30-368/87-14

Dear Mr. Callan:

Your letter of August 10, 1988 (0CNA088814), requested a revised response to NRC Deviation 313-368/8714-02. This request resulted from an NRR evaluation of our previous responses, dated November 30, 1987 (0CAN118706) and March 28, 1988 (0CAN038807) to the deviation. As recommended by Mr. Mike Murphy of your staff, Mr.

Dennis Kubicki of NRR was, contacted concerning the NRR evaluation and request for a revised response. As a result of these discussions acceptable actions to resolve the issues and commitments associated with our proposed actions will be included in our revised response.

While we maintain that the actions we took in 1983 were believed to be in accordance with NRC guidance in Generic Letter 83-33, we now agree that the broad interpretation of that guidance resulted in our fire barrier surveillance program deviating from the Technical Specification requirements. As also dicussed with Mr. Kubicki, Technical Specification changes clarifying fire barrier surveillance requirements and compensatory measures will be submitted concurrently with our response. Due to the time needed to prepare these changes, we request an extension until December 16, 1988, for our revised response.
