Dear Mr. Miraglia:

Generic Letter 88-03, dated February 17, 1988 (0CNA028819), transmitted the staff's resolution of Generic Safety Issue 93, "Steam Binding of Auxiliary Feedwater Pumps", and requested a letter of confirmation indicating that certain procedures are in place and will be maintained. Specifically, GL 88-03 stated that all addressees should:

1. Maintain procedures to monitor fluid conditions within the AFW system each shift during times when the system is required to be opeiable. This monitoring should ensure that fluid temperature at the AFW pump discharge is maintained at about ambient levels.
2. Maintain procedures for recognizing steam binding and for restoring the AFW system to operable status, should steam binding occur.

Generic Letter 88-03 resolved Generic Issue 93 by perpetuating the recommendations of IE Bulletin 85-01 regarding the above procedures.

Although AP&L was not an addressee for IE Bulletin 85-01, we already had addressed the issue of AFW pump steam binding and had procedures in place which satisfied the action items of the Bulletin. This has been reviewed and documented in inspection reports 85-07, dated June 10, 1985 (0CNA068503) and 86-13, dated May 19, 1986 (0CNA058617). This letter serves as the letter of confirmation requested by Generic Letter 88-03 that these procedures are in place and will be maintained.
