Arkansas Nuclear One - Units 1 & 2 Docket Nos. 50-313 and 50-368 License Nos. DPR-51 and NPF-6 E0F Staffing Gentlemen:

We have received and reviewed your letter dated April 2, 1985 (0CNA048504) regarding our plans for staffing of the Arkansas Nuclear One (AN0) Emergency Operations Facility (EOF).

The EOF staffing issue has been under discussion between AP&L and the NRC Staff for some time, and AP&L has been working with Region IV to achieve a satisfactory resolution to the matter. As a result of these past discussions, AP&L has reduced the EOF staffing time from 4-6 hours to the present 3-4 hours. We continue.to believe that the ANO emergency plan meets NRC requirements and serves the intent of NRC Staff guidance related to emergency response facilities by quickly reducing the demands upon Control Room personnel.

I Nevertheless, AP&L is interested in pursuing NRC's concerns set forth in i your April 2 letter. To that end we are currently evaluating possible changes to the ANO emergency plans which would allow staffing of the EOF upon declaration of a Site Area or General Emergency with provisions for a manager to serve as EOF Director within a time period acceptable to the NRC.

Although our evaluation is not complete, we are hopeful that changes to accomplish these objectives can be implemented.

During'the previous 30 days, we have identified several possible alternatives and performed an evaluation on those alternatives to determine the best course of action. This first round evaluation has-identified an alternative which we believe will be acceptable to resolve the NRC's concerns. However, due to the amount of resources necessary to support.our recent emergency exercise (April 24-25, 1985) we have not been able to evaluate all the logistics.and training necessary to implement this:

alternative nor have we completed a detailed evaluation of its ' integration into and impact on the existing organization and conduct of operations.

We anticipate this' detailed evaluation can be completed within the next 30 days. At that time (consistent with your guidance in the March 21, 1985

-meeting and your April 2, 1985 letter) we will be requesting a meeting with the Office of Inspection & Enforcement to discuss our.p'roposal. Of course we recognize that resolution of this issue will continue to be= a joint effort between I&E headquarters, Region IV, and AP&L and as such we will keep you informed of any activities we undertake with I&E.

As we have not yet detailed the implementation plan, we cannot, at this time, determine the amount of time necessary to achieve implementation. We will, however, provide a schedule at the time-of our meeting with the I&E staff._ Preliminary indications are that we can not fully implement changes within'120 days of our 1985 exercise as instructed in your= April 2,1985 letter. We understand that this 120 days schedule is flexible.

We do want to assure you that AP&L takes its responsibilities in the area of emergency planning very seriously and that we will endeavor to implement this proposal as soon as possible after NRC approval.
