Dear Mr. Beach,

The reference letter documented actions that LaSalle County Ftation would take to facilitate restart of the units. One of those actions war to develop a restart plan and transmit a copy to the NRC. Attached to this letter is the May 16,1997 version of the LaSalle County Unit 1/ Unit 2 Restart Plan.

The plan includes activities to improve our strategic areas of people, processes and equipment. In developing this plan, we established key performance indicators, both quantitative and quc!itative, for assessing and monitoring the effectiveness of our activities.

The Restart Plan has been designed to be a "living" plan. As the LaSalle Team moves forward, so will our strategic areas. We are currently identifying changes to our plan based on changes in company strategy as well as our ongoing self assessment of the effectiveness of actions taken to date. We will make these changes available for your review.
