r Violation 10 CFR 20.203(f) requires that each container of licensed material bear a durable, clearly visible label identifying the radioactive contents. The Icbel shall also bear the radiation caution symbol, the words " Caution" or

" Danger, Radioactive Material" and sufficient information to permit individuals handling or using the containers, or working in the vicinity, to take precautions to avoid or minimize exposures.

Contrary to the above, containers of licensed material in a storage area adjacent to the Unit 3 loading area were not properly labeled in that on September 16-20, 1985, three containers had no labels and four containers had labels that were illegible. Dose rates on the containers were 12-50 millirem per hour. The exceptions permitted by 10 CFR 20.203(f)(3) did not apply.

This is a Severity Level V violation (Supplement IV).

Response

(1) Admission or denial of the alleged violation:

This violation is correct as stated.

(2) Reacans for the violation if admitted:

The containers cited were originally labeled correctly, but due to outdoor exposure to sunlight and other weathering effects, the labels became illegible, obliterated, or detached from the containers. The containers were not inspected on a frequency adequate to insure labeling requirements were met.

(3) Corrective steps which have been taken and the results achieved:

All containers of radioactive material on site have been verified to be labeled in accordance with 10 CFR 20.203(f). Appropriate Health Physics personnel have been instructed to ensure all containers of radioactive material are properly labeled as part of their routine work.

(4) Corrective steps which will be taken to avoid further violations:

More durable, weather-resistant labels are being obtained for use on radioactive material containers stored outside. Appropriate Health Physics personnel will review this violation and response.

(5) Date when full compliance will be achieved:

All actions noted in (4) above will be completed by January 1, 1986.
