Dear Mr. Denise:

This letter providas the final report subnitted pursuant to 10CFR50.55(e) concerning ASME hargers and component supports at Wolf Creek Generating Station (WCGS) . This concern was initially reported by Mr. R.L. Stright of Kansas Gas and Electric Campany (IGE) to Mr. Robert Taylor of the Nuclear Regulatory Comnission, Region IV, on Decenber 12, 1984.

After final inspection and acceptance of pipe supports by Daniels, a reinspection revealed that a number of double clamp supports had been reoriented. It was found that insulation contractors had tampered with accepted DIC installed component supports in order to achieve insulation installation.

All hangers ard supports within the insulation contractors scope of work were identified and an appropriate sample of each type was exanined. All deficiencies found were identified on noncomformance reports and reworked as necessary in response to Corrective Action Request (CAR) 14.

The initial cause of the coMition was inadequate training and supervision on behalf of the insulation contractor. To ensure that no further tanpering of supports is done, the insulation contractors have revised their procedures and retrained their personnel.
