We have reviewed the above-referenced letter in which you propose to appoint Bechtel Power Corporation as the new constructor of the William H. t Zimmer Nuclear Power Station, Unit #1.

Before the National Board Audit Team can make a . recommendation to the State of Ohio Department of Industrial Relations, we request that you present to the National Board Audit Team a program which will describe e in detail how CG&E, Bechtel and HJK' intend to accomplish the stated purpose of your referenced letter.

In addition, it is requested that your program identify by specific ref-erence to the applicable ASME Code paragraph how~ CG&E, with Bechtel and HJK, will accomplish the objectives which you state.

The program presented must comply with the requirements of the ASME Code and the laws of the State of Ohio in all respects.
