Dear Mr. Murray:

l In the forepart of May we recommended Maurice Prather, a member of our organization, be appointed to serve on the '

Cincinnati Environmental Advisory Council.

We talked with Mr. Prather today and he tells me that he was rejected by the Council.

I am strongly protesting this negative decision. According to the bylaws of the council, you being the City Manager, have the authority to appoint the members. I am requesting you exercise this authority and appoint Mr. Prather. If you refuse to do so I am urging you to eliminate Tom Carpenter, representing the Miami Valley Power Project.

Mr. Carpenter is opposed to the Zimmer Power Station and yet he continues on as a member of the Council.

Mr. Prather is extremely well qualified to serve on the Council and I presume his appointment has been blocked by the anti-Zimmer forces who, seemingly, control the Council.

Additionally, I would like to know who the.recent appointees l are and why they have been appointed .and Mr. Prather not l appointed. . - . . -  !
