Dear Mr. Famiglietti:

On Septeniber 29, 1983, a pre-bid neeting for the Independed Design Beview (IDR) was held at the Zinner Nuclear Pcwer Station. At this meeting, Mr. E. J. Wagner, Asst. Vice Presidert of Nuclear Engineering, stated that he expected the IDR to be awarded by mid to late Novertber of this year. This was reit.erted in the minttes of the neeting distributed to you in a letter dated Septeiber 30,' 1983. However, certain occurences have cne about which has delayed this awarding process.

After submitting our Course of Action to the N.R.C., they advised that they wculd not approve our plan with the H. J. Kaiser Co. remaimng as the constructor of the plant. The Bechtel Co. was subsequertly re-cmmended by C.G.&E. to replace the H. J. Kaiser Co. as constructor.

'Ihe N.R.C. has also requested our mnpany ewd the scope of the Plan to Verify the Quality of ConstIucticn (PVQC) to encompass the QA/QC aspects of the continuation of Construction Plan (CCP) . These actions had pctertial effects on the award of the IDR.

We have also been in contact with the N.R.C. concernirg the IDR.  !

'Ihey are presedly reviewing C.G.&E.'s reccrrendations concerning con-duct of the Independent Design Review and they tell us that their pre-liminary review should be cmpleted by December 16, 1983. Soon a*ter that i date, we are to meet with the N.R.C. to discuss the program. We are now obligated to hold the award urtil after this meeting.  !

We feel the delay caused by the above mentioned circur. stances, in awarding the IDR cartract, nny jeopardize the e:giration dates for your '

proposals. Therefore, we are requesting a letter of irtent be set frcm your company', extending the expiration date on your proposals to January 15, 1984.
