National Board Audit as Requested by the State of Ohio, Division of Boiler Inspection, of the ASME Code Related' Construction of the William II. Zimmer Nuclear Power Plant, Moscow, Ohio INTERIM REPORT No. 18

Dear Mr. Yost:

In accordance with the agreement of January 6, 1982 between the State of Ohio, Division of Boiler Inspection, and the Cincinnati Gas & Electric Company, the National Board Audit Team has continued its audit and surveillance activities at the Zimmer Nuclear Power Plant, Moscow, Ohio.

This is Interim Report No. 18 and covers the National Board Audit Team's activities at the Zimmer Nuclear Power Plant from December 1, 1983 through December 31, 1983.

1.0 INTRODUCTION

1.1 Charles W. Allison, Michael F. Sullivan, and Robert P. Ilolt were the National Board Audit Team member participants on various dates during this period. There were no reportable findings during this period.

1.2 CG6E directed Bechtel, by letter of September 23, 1983, to assume responsibility for managing the bi-weekly meetings with CG6E and liJK personnel for review and status of the

" National Board Tasks Report" to improve interfaces and expedite disposition of previously identified findings and concerns.

1.3 There was a bi-weekly meeting on December 6, 1983 in which j Mr. Muir of Bechtel stated that Mr. G. B. Jones (Bechtel) i and Mr. M. E. Noffsinger (llJK) would meet to assure that IIJK's reduction in manpower did not stop activities in com-pleting corrective action on National Board findings.

l Page 2 Interim Report No. 18 January 6, 1984 The National Board Audit Team is continuing their review of the corrective action documentation as presented to them in anticipation of closing NBT findings, provided that all re-quested documentation is made available for review and that corrective action is in accordance with the agreed-to pro-posed disposition and Code requirements as applicable.

1.4 The National Board Audit Team continues their surveillance of the ASME Code related activities of the owner (CC&E), the

' ASME Certificate Holder (HJK), and the Owner's Consultant (Bechtel) on behalf of the Enforcement Agency (the State of Ohio) to assure compliance with the legal requirements of the State of Ohio and the state-adopted ASME Boiler and Pressure Vessel Code. This is in accordance with the previously ref-erenced agreement of January 6,1982 and the acknowledgement of this agreement by the concerned parties (CG&E, the State of Ohio and the National Board of Boiler and Pressure' Vessel Inspectors) in the National Board office in Columbus, Ohio on May 20, 1983.

2.0 CINCINNATI GAS & ELECTRIC COMPANY (CG&E) 2.1 CG&E takeover of partial piping systems (National Board Task No. 4, Interim Report No. 1, paragraph 2.4).

2.2 CG&E and HJK have developed procedures to assure the proper control of partial piping systems under the juri9 diction of HJK when taken over by CG6E. In addition, all turnover packages and associated documentation related to this National Board finding have been properly dispositioaed. The N.B. Audit Team recommends that this item, i.e., NBT-4, be closed.

2.3 The National Board Audit Team continued to receive and review status reports on the progress of the special MRB on welder qualifications and the Task "B" group working on the dis-position of HJK's historical weld procedure qualification deficiencies. Progress is being made in the welder qualifi-cation area, and the National Board Audit Team is reviewing all dispositions of non-conformances (NR's) in this area to assure proper corrective action.

3.0 HENRY J. KAISER (HJK) 3.1 The National Board Audit Team has attended meetings with HJK and Bechtel personnel relative to proposed programs and corrective action for the disposition of National Board findings, including NBT Data Reports for Piping Subassemblics.

SUMMARY

The National Board Audit Team is continuing its surveillance and monitoring of programs, including those in CG&E's proposed Course of Action (Volumes I and II) and in CG&E's prcposals to the U.S. Nuclear Regulatory Commission, in-cluding but not limited to the " Continuation of Construction Plan" (CCP) and the " Plan to Verify the Quality of Construction" (PVQC).

The National Board Audi: Team shall continue to audit all corrective action related to ASME construction and the disposition of previously identified findings.

In addition, the National Board Audit Team attended a meeting wherei1 CG& E ,

IIJK and Bechtel discussed plans for completion of ASME Section III piping systems at Zimmer and the specific responsibilities of the organizations involved.

As in the past, the National Board Audit Team shall only recommend the closure of findings when they have performed audits that assure compliance with the State of Ohio, the U.S. Nuclear Regulatory Commission, and ASME requirements.
