By letter dated March 29, 1909 [ Reference.b)], USNRC approved the implemen-tation schedule for operability of the Vermont Yankee SPDS as " prior to the end of Cycle 14."_.The purpose of thic letter is to. inform you that. system testing and operator-training has been successfully completed snd the Vermont Yankee.
SPDS was declared operableLon August 13, 1990. The SPOS supports the Emergency
