Suspension ofimoroved Technical Specification Development Activities

In the referenced letter Vermont Yankee stated that we would reinitiate our Improved Technical Specifications (ITS) program once our FSAR project has been completed. We then informed you that we would provide a definite schedule for the ITS project in the latter part of 1999. Consistent with our statement in the referenced letter we still expect to complete our FSAR verification project in accordance with the schedule established by the latest NRC Enforcement Guidance memorandum (i.e. by March 2001). However, at this time, we have no plans to reinitiate the ITS project in the foreseeable future.
Instead, we will continue to modify our Current Technical Specifications with a number ofimprovements identified during the ITS development work performed during 1996 and 1997 and during our FSAR and DBD development efforts.
Given that Vermont Yankee's operating license will expire in 2012, the period for realization of benefits would be relatively short. Considering this, and the significant cost of developing, licensing and implementing ITS, we are indefimitely postponing our implementation ofITS. As a result, we request that you remove Vermont Yankee from your schedule of plants planning to convert to ITS. We will advise i
you of any future change in plan should we decide to reinitiate our ITS effort.
Accordingly, the commitment made in the referenced letter to reinitiate our ITS project following completion of our FSAR Accuracy Verification Project is hereby withdrawn.
