The purpose of this letter is to provide you with Revision No. 19 to the '

Vermont Yankee Physical Security Plan. This revision reflects enhancements-recently made to our Security Program. . These changes were previously incor- I porated into our implementing procedures and the enclosure reflects the l resultant Plan changes. '

l We have reviewed this revision and have determined that the changes do not' 1

. decrease the safeguards offactiveness.of the Plan.- Therefore, in accordance jr with 10 CFR 50.54(p),. prior NRC approval of this: revision'is not required. [

This revision to out Physical-Security Plan.is submitted as Attachment A to 3 this letter and is considered SAFEGUARDS INFORMATION which isito be withheld ,

from public disclosure in accordance with the provisions.of 10 CFR 73.21. 'l .

We have enclosed our standard Document Custody Form and change Transmittal Form for each copy of the Plan revision required by the NRC. Please sign and return these forms. .
