Withdrawal of Vermont Yankee Operational Ouality Assurance Manual (VOOAM)

Revision 2 Submittal The purpose of this letter is to withdraw Reference (a) and its attachment, VOQAM Revision 2, from '

further consideration by the NRC staff, in Reference (a), Vermont Yankee (VY) requested NRC appn '.41 of a change to the VOQAM that would allow VY to reclassify the facility's fuel handling equipment as non-safety-related in accordance with American Nuclear Standard (ANS) 52.1, " Nuclear Safety Criteria for the Design of Stationary Boiling Water Reactor Plants". Reference (a) was submitted to address a programmatic deficiency cited in i

Reference (c), satisfying a VY commitment made in Reference (b). Based on discussions with the NRC staff regarding the status of Reference (a), and our need to reach timely closure of this issue, we have reassessed our options. Our current plan is to reinstate the classification for this equipment that existed between 1974 and 1993. When reinstatement is completed, the VY facility will be returned to compliance with ANS-22 as stated in VOQAM Revision 1 satisfying our Reference (b) commitment.
