VERMONT YANKEE NUCLEAR POWER CORPORATION 185 Old Ferry Road, Brattleboro, VT 05301-7002 (802) 257-5271 April 15,1999 BVY 99-55 United States Nuclear Regulatory Commission ATTN: Document Control Desk  !

Washington, DC 20555

Subject:

Vermont Yankee Nuclear Power Station License No. DPR-28 (Docket No. 50-271) 1 Revision of Technical Specification Bases Pares l This letter provides revised Technical Specification (TS) Bases pages.

Bases pages 90 and 227 have been revised to account for a change in the reload analysis from Yankee Atomic Electric Company to General Electric methodology. Additionally, we have removed the value for the MAPLHGR single-loop multiplier from the Bases because it is a cycle-specific parameter and is now located in the Core Operating Limits Report.

Bases page 164 has been revised to reflect the change in the condensation stability design criteria.

This change in design criteria was necessary as foilowup to implementation of License ,

Amendment No.163 " Torus Water Temperature." l Bases page 221a has been revised to account for a more conservative calculation for station battery hydrogen generation.

f.

These changes to the TS Bases have been determined to not involve an unreviewed safety question in accordance with 10CFR50.59 and therefore do not require prior NRC approval. -[

Also attached for your convenience is a set of marked-up Bases pages indicating where the specific changes were made.  !

Should you have any questions concerning this matter, please contact Mr. Jeffrey T. Meyer at (802)258-4105.

Sincerely, i VERMONT YANKEE NUCLEAR POWER CORPORATION
