COLUMBIA GENERATING STATION - SECURITY INSPECTION REPORT 05000397/2019410

Dear Mr. Sawatzke,

On July 18, 2019, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your Columbia Generating Station. The NRC inspector discussed the results of this inspection with Mr. Alex Javorik, Vice President, Engineering, and other members of your staff. The results of this inspection are documented in the enclosed report.

The NRC inspector did not identify any finding or violation of more than minor significance.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a Baseline Security inspection at Columbia Generating Station, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. Refer to https://www.nrc.gov/reactors/operating/oversight.html for more information. NRC-identified and self-revealed findings, violations, and additional items are summarized in the table below.

Licensee-identified non-cited violations are documented in the Inspection Results at the end of this report.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs)in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html.

Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2201, Security Inspection Program for Commercial Nuclear Power Reactors. The inspector reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

The inspector evaluated the security access control program. The following elements were evaluated:

Tier III: all requirements.

The inspector verified licensee performance indicators submittals listed below for the period from October 2018 through July 2019 for the Protected Area Security Equipment Performance Index.

EXIT MEETING On July 18, 2019, the inspector presented security baseline inspection results to Mr. A. Javorik, Vice President, Engineering, and other members of the licensee staff. The inspector verified no proprietary information was retained or documented in this report.
