Mr. Ted C. Feigenbaum

Executive Vice President and Chief Nuclear Officer

Northeast Utilities Service Company

c/o Mr. Terry L. Harpster

P.O. Box 270

Hartford, CT 06141-0270

SUBJECT: NRC INSPECTION REPORT NO. 50-443/96-03 (REPLY)

Dear Mr. Feigenbaum:

This refers to your July 12,1996, correspondence in response to our letter, dated

June 14,1996, regarding Seabrook Station. This correspondence dealt with fire protection

program issues including two violations of NRC requirements. We have reviewed this

matter in accordance with NRC Inspection Manual Procedure 92702.

Thank you for informing us of the corrective and preventive actions documented in your

letter. Your actions to improve staff awareness of fire program requirements and

management expectations appear proper for improving the effectiveness of the program.

In addition, your planned actions to clarify procedures, revise the fire protection program, i

and provide subsequent training on any program changes appear complete.

We consider these actions acceptable pending further review in a future inspection of your

licensed program.

We appreciate your cooperation.

Sincerely,

William H. Rutand, Chief
