'!he reas,

i 1 Ai coacerned ui s h the..el fare of UCLA's s tudent body, and foll&. ting he s t a te: ent of secport given by UCLA's 1981-82 student 1cgislative council, I the undersighed.,cmber of UCLA's 1983-34 undergraduate students association council do hereby appeal to the !!uclear Regulatory commission to prohibit the rc-licensing of the Doel ter Hall cuclear reactor.

Uhcicas, I cite the folliuing reasons as ample evidence for my position:

1. The non-compliance of federal safety regulations can not be. con-doned.

The re wtur has recieved

,a eral citations by the N.R.C.

for in-fractions. O ', e r the years UCl.A's Poelter reactor has violated but, has never addressed N.R.C.'s statutes.

Moreover, the unintentional shutdown per

,cuth due to ro." tor " incidents."

2.

adequa te sa fe ty measures mus t be provided.

The Boel ter reactor leaves essential safety features such as a containc.cnt dome, an c.ergency cooling system, a radio activity housing tank, a buf fer zone, and a fire sprinkler system.

Keeping in mind that not enly are UCLA students vulnerable to injury should a major mal fuction occur, but so will nearby residents in the area.

Moreover, the olympics are around the u.rrer and wi th that comes a higher security risk.

I further cite c.s..c ek's June 27, l'j33 ar ticle on the olympici calling coel ter Hall, "One obvious target tor terrorists."

nagerial and administrative controls are nec-

3. A need for tight
o essary before deciding an re -licensing.

The reactor's unagers and administrators have failed to take adequate security precautions by allowing unlicensed opreators with no past experience to run the reactor. A few of those unlicensed operators have included junior high school students.

This is another direct violation of N.R.C. rules and regulations.

.p: nti ty of time alotted for instruction.

A mere 31 hours3.587963e-4 days
0.00861 hours
5.125661e-5 weeks
1.17955e-5 months
of operation was used for classroom instruction.

The njori ty of the reactor's use is put towards ccm.creial purposes.

Flaved di.'

r,ds are irradiated and <:de to change color within the reactor.

They then sold a t a higher p' rice by cm:..crcial firms.

This process is done at ti e UCl.A.,nd the profits derived by these companies is not passed on to the

n i w r s i ty.

$337,000 are paid each year to urn the reactor, yet these com-

.:rcial cperations supercede any educational instructicn i n tended for s t uds.a ts I object to this blatant abuse of funding, in light of our current budget.

5. Lastly, I believe a student foru"i and d bate on this issue ;bould ha se laten place Lefere the M.R.C. dealt sith this decision at its Iue. lay,

July 19th he.uing.

Ihreuver, this hearing should have been renducted at the UC LA cc..ipus in order to provide a reeting place that is most accossible to its c.,as t i t ur ncy, the student body.

In conclusion, I cbject to the relicensing of UCLA's beelter Hall nuclear reactor and request im.nediate action be taken on those grievences and citations subnitted by the N.R.C.,

the cc..mittee to Bridge the Gap, the UCLA unde rg radua te s tuden t's assos ia tion, and othe r concerned ;'e rsons,

By with-holding the Boelter Hall reactor of its license until its shorta.mings are t

l l

redressed.
