Dear Mr. Johnson:

On August 6,1986, we verbally notified your Mr. I. Barnes of a potentially reportable item involving the design and installation'of the control room ceiling. We have submitted an interim report logged TXX-5017, dated September 17, 1986. We have completed our evaluation and have concluded this issue is reportable pursuant to the provision of 10CFR50.55(e). Our evaluation is summarized in the attachment to this report. We anticipate submitting our next report no later than November 14, 1986.

Page 2 DESCRIPTION Regulatory Guide 1.29 and the FSAR Section 3.7B.2.8 specifies that Category II and non-seismic components should be designed in such a manner that failure will not adversely affect the functions of safety-related components or cause injury to operators.

During evaluation by the NRC Technical Review Team (TRT), the seismic design of the ceiling elements installed in the control room was investigated. The following matrix was provided to identify the ceiling elements and associated seismic designation:

(1) Heating, Ventilating and Air Conditioning - Seismic Category I (2) Safety-Related Conduits - Seismic Category I (3) Nonsafety-Related Conduits - Seismic Category II (4) Lighting Fixtures - Seismic Category II (5) Sloping Suspended Drywall Ceiling - Non-Seismic (6) Acoustical Suspended Ceiling - Non-Seismic (7) Louvered Suspended Ceiling - Non-Seismic For non-seismic items other than the sloping suspended drywall ceiling, and for nonsafety-related conduits of a diameter of two inches or less, no evidence could be produced confirming that the possible effects of a failure of these items had been considered.

A separate reportable deficiency pursuant to 10CFR50.55(e), SDAR-CP-85-36, was issued on September 6,1985 to specifically address two-inch diameter and smaller non-seismic conduit.

SAFETY IMPLICATIONS In the event the condition had remained undetected, a failure of the control room ceiling elements could adversely affect safety-related systems, components, and operator actions under accident conditions, j CORRECTIVE ACTION The control room ceiling has been removed and a seismically-qualified ceiling is being installed. The construction of the new ceiling is scheduled for completion November 1, 1986.
