Entergy Operations, Inc. Dockets: 50-313 Arkansas Nuclear One 50-368 Licenses: DPR-51 NPF-6 During an NRC inspection conducted on August 22 through October 2, 1993, two deviations, one from your Safety Analysis Report commitments and one from your '

Quality Assurance Program commitments, were identified. In accordance with 4 the " General Statement of Policy and Procedure for NRC Enforcement Action,"-

10 CFR Part 2, Appendix C, the deviations are listed below:

A. Table 5-1 of the Unit 1 Safety Analysis Report required that i Valve N2-51, which supplied nitrogen to OTSG B and Valve N2-54, '

which supplied nitrogen to OTSG A be locked closed.

Contrary to the above, on September 3, 1993, the inspector. determined the valves were closed but not locked.

This failure to meet your commitment constitutes one deviation (313/9308-01).

B. Section 1.6 and Section 17 of the Safety Analysis Report commits Unit 1 and Unit 2, respectively, to the Quality Assurance Manual Operations.

Quality Assurance Manual Operations, Section 13.0, " Handling Storage and Shipping," requires that storage and preservation of materials and equipment are to comply with the provisions of Regulatory Guide 1.38, Revision 2. Regulatory Guide 1.38 endorses ANSI N45.2.2-1972.

ANSI N45.2.2-1972, Section 3.2.4(2) requires that openings into systems shall be capped, plugged or sealed for Level D items. .

Contrary to the above, on September 2, 1993, the inspector noted numerous endcaps missing from stored, safety-related pipe sections and pipe elbows in a Level D storage area.

This failure to meet your commitment constitutes one deviation (313/9308-02; 368/9308-02).

Although 10 CFR 2.201 requires you to submit to this office, within 20 days of  ;

your receipt of this Notice, a written statement of explanation, we note that the corrective actions being taken adequately address the' concerns. identified  ;
