APPENDIX-B NOTICE OF DEVIATION Arkansas Power & Light Company Dockets: 50-313 Arkansas Nuclear One 50-368 Licenses: DPR-51 NPF-6 Based on the results of an NRC inspection conducted during the periods May 4-8 and June 8-12, 1987, deviations from the licensee's commitments to,the NRC were identified. The deviations involved: failure to maintain fire barriers as established under Appendix A to BTP-APCSB 9.5-1; and failure to install a fire alarm system that conforms to NFPA Standard No. 72D, 1975.

A. The licensee committed to establishing and maintaining a fire protection program under the guidelines of Appendix A to BTP-APCSB 9.5-1. Under this program, the plant was divided into distinct fire areas isolated by fire-rated walls and floor / ceiling assemblies which were to be surveillance tested under the provisions of the plant Technical Specifications. 4 In deviation from the above, the NRC inspector determined that certain fire barriers, such as portions of the wall and floor / ceiling surrounding the control room were not being surveillance tested per the Technical j Specifications. B. The licensee committed in the ANO Fire Protection Program, developed under the guidelines of Appendix A to BTP-APCSB 9.5-1, to install a fire alarm system in accordance with the provisions of National Fire Protection Association Standard No. 72D, 1975.

In deviation from the above, the NRC inspector determined that the fire alarm system for Units 1 and 2 is not designed to annunciate subsequent l trouble alarms (reflash) after an initial alarm is silenced.

Arkansas Power & Light is hereby requested to submit to this office, within 30 days of the date of this letter transmitting this Notice, a written ,

statement or explanation in reply, including for each deviation- (1) the

reason for the deviation if admitted, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further deviations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
