APPENDIX A NOTICE OF DEVIATION Arkansas Power & Light Company Dockets:
50-313; 50-368 Arkansas Nuclear One, Units 1 and 2 Licenses: DPR-51; NPF-6 During an NRC inspection conducted on June 19-20, 1985, a deviation from a
-commitment was identified.
The deviation involved failure to meet a commit-ment for updating letters of agreement.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the deviation is listed below:
Failure to Meet Commitment for Updating Letters of Agreement Section P.2.0 of the Arkansas Nuclear One Emergency Plan states that
" Letters of Agreement for support with local, State, and Federal-agencies' l
will be reviewed and updated as appropriate at least every 2 years."
Contrary to the above, letters of agreement with offsite support agencies had not been updated in the specified time committed to by AP&L in the emergency plan.
For example, the letter of agreement with the University of Arkansas Medical Sciences-Hospital had not been updated since March 31
-1981.
Further, it was determined that all of your letters of" agreement were past due to be updated by periods ranging from 2.to 24 months'at the time of the inspection. (50-313/8520-01; 50-368/8521-01)
