NOTICE OF DEVIATION Arkansas Power &- Light ' Company Docket: 50-313 Arkansas Nuclear One,. Unit 1 Liceese: DPR-51 Based on the 'results of an NRC inspection conducted during the period of March 28 through April 30, 1988, a deviation from one of your commitments made to the NRC was identified. The deviation involved failure to take action as as

- connitted in response to a violation. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the deviation is listed below:

NRC Inspection Report 313/8601- identified several errors in Piping and Instrumentation Diagrams (P& ids). This problem was identified as Unresolved Item 313/8601-06. This item was later identified as a violation not assessed a civil penalty in the Notice of Violation and Proposed Imposition of Civil Penalty dated November 12, 1986. In a letter to the NRC dated October 1,1987, the licensee stated that a specific convention for the. valve positions to be shown on P& ids would be established and incorporated into procedures by December 31, 1987.

In deviation from the above, as of April 20, 1988, the licensee had not established a convention for depiction of the valve positions on P& ids.

Arkansas Power & Light Company is hereby required tn submit a written statement or explanation to this Of fice within 30 days of the date of the letter transmitting this Notice. This reply should include: (1) the reason for the deviation if admitted, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further deviations, and (4) the date when full compliance will be achieved. Where g000 cause is shown, consideration will be given to extending the response time.
