In accordance with the " General Statement-
' 'e of Policy and Procedure.for NRC_ Enforcement Actions;".10 CFR Part 2, Appendix'C-

~(1985);~the deviation is listed below:
- Fuel Transfer Tub'e Access Control

- NRC Inspection and. Enforcement Bulletin 78-08 required, in part, that licensees'
~,
inspect reactor plant. fuel' element transfer tube areas for shielding and
- accessibility. -The licensees were to implement certain posting and access
~
controls over areas.that could provide possible personnel access.
The' licensee _-
responded to the NRC in accordance with the Bulletin's' instructions on.
August 14, 1978,7 stating, in part, that "We have identified an area in which a section 'of-exposed fuel transfer tube is located in both ANO 1-and 2.....
Per the subject bulletin, we will-post and assure positive ~ontrol of. access to c
entryways-into this area."
In deviation from the ebove,.the NRC inspector determined on June 26,_1986, that the licensee'had not posted or. implemented positive access contro.ls to.the Unit-2 fuel element transfer tube.

within 30 days of the~date of this--letter transmitting this Notice, a written statement or explanation in reply, including for,each deviation:
(1)-the reason for the deviation if admitted,-(2) the corrective steps which have been taken and the results' achieved, (3) the corrective steps which will be taken'to.
g avoid'further deviations, and'(4) the date when full compliance will be:
achieved. Where good cause is shown, consideration will be given'to extending the response time.
