APPENDIX B NOTICE OF DEVIATION Arkansas Power & Light Company Dockets: 50-313/85-27 50-368/85-28 Arkansas Nuclear One,. Units 1 and 2 Licenses: DPR-51 NPF-6 Based on the results of an NRC inspection conducted during the period of December 1-31, 1985, and in accordance with NRC Enforcement Policy (10 CFR Part 2, Appendix C, 1985), the following deviation was identified.

The licensee committed in Unit 1 Safety Analysis Report (SAR) Section 9.7.2.1 and Unit 2 SAR Sections 9.4.1 and 6.4.1 to provide control room isolation from outside air and from adjacent rooms within 5 seconds of detection of high radiation or high chlorine concentration.

Contrary to the above, on December 16, 1985, the NRC inspector observed that such isolation was not assured within 5 seconds. Three adjacent areas (the two shift supervisors' offices and the kitchen /restroom area) were served by ventilation systems which have no automatic isolation capability. The doors between those areas and the control room were normally open with no automatic means of closure upon control room isolation actuation. (313/8527-02; 368/8528-05)

Arkansas Power and Light Company is hereby requested to submit to this office, within 30 days of the date of this Notice of Deviation, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further deviation from commitments made to the Commission; and.(3) the ,

date when full compliance will be achieved. Consideration may be given to '

extending your response time for good cause shown.
