REGARDING GENERIC LETTER '/2-08. THERMO-LAG FIRE BARRIERS Gentlemen:

By letter dated December 30,1994, the Nuclear Regulatory Commission (NRC) staff acknowledged that Georgia Power Company (GPC) will resolve the Thermo-lag issue at Vogtle Electric Generating Plant (VEGP) by eliminating reliance to Thermo-lag as a fire barrier material. Ilowever, because Thermo-Lag may remain within the plant, the combustibility and ampacity derating issues will need to be addressed and resolved.

Additionally, because of questions about the uniformity of Thermo-lag fire barrier materials, in the December 30,1994 letter, the NRC stafTrequested specific information concerning the testing and properties of Thermo-lag materials and also requested that a supplemental report be submitted that provides the results of the test and analyses.

Since the December 30,1994 letter to GPC, there have been several letters between the NRC staff and the Nuclear Energy Institute (NEI) concerning industry efTorts to obtain the information requested by the Staff. The NEl letter of January 17,1995, to William Russell, Director of NRR, described industry's concerns with the 10 CFR 50.54(f) letter.

In their letter of February 21,1995, NEI provided further information to the Staff relative to planned industry actions to address the information requested by the Staff. NEI is J L providing information on product consistency and a basis to independently confirm applicability of generic industry test data with respect to fire endurance capability, combustibility, flame spread, heat release and ampacity,

Nuclear Regulatory Commission Page 2 The letter from the NRC to NEl dated March 13,1995, indicated the NRC staff will not accept the use of the NEl application guide tojustify the use of Thermo-lag materials where non-combustible materials are specified by NRC fire protection requirements. As a result of the March 13,1995 letter, NEI scheduled a meeting with the NRC staff on March 29,1995, to discuss specific Staff concerns.

The uncertainty concerning the applicability of the NEI application guide and the use of generic industry test data could greatly expand the testing program planned to resolve the Staff's concerns. Because this uncertainty will not be resolved until after the March 29, 1995 meeting with NEI, Georgia Power Company requests an extension until June 30, 1995, to respond to your letter of December 30,1994.

Georgia Power Company, for Vogtle Electric Generating Plant, does intend to provide samples to the NEI industry test program pending resolution of comments between NEl and the NRC staff.
