Dear Sirs:

i By letter dated January 23,1995 from David Lewis, Georgia Power provided the Board with copies of minutes of meetings of the Nuclear Operations Overview Committee of the Georgia Power Board of Directors for the period March 1988 through January 1991. Although we had given the other parties an opportunity to state any objections prior to sending our January 23 letter, no objections were provided at that time. Thereafter, Intervenor requested that Georgia Power provide him with copies of the minutes for meetings which occurred after January 1991. On February 1,1995, Georgia Power voluntarily pmvided Intervenor and the '

NRC Staff with copies of those meeting minutes. Today, Intervenor requested that Georgia Power provide copies of those minutes to the Board, to which the NRC Staff has no objection.

Therefore, enclosed herewith are copies of minutes of the Nuclear Operations Overview Committee meetings for the period following the January 1991 meeting through calendar year 1994. The minutes have been redacted to delete confidential INPO evaluation ratings.

Also enclosed is a copy of the errata sheet for the deposition of Warren Jobe taken by Intervenor on June 9,1994. This errata sheet was inadvertently omitted from the package of I

deposition and trial transcript excerpts assembled by Georgia Power for the parties and provided to the Board by letter dated January 25,1995 from David Lewis.

It was explained that the purpose of developing specific lists of " problems" is to focus management attention and allocate resources for a safe and efficient operation in a cost-effective manner.

He outlined the major problem areas and actions to be taken in response thereto which included:

Category 1 - Li c e n s e e management attention and involvement are readily evident and place emphasis on superior performance of nuclear safety or safeguards activities with the resulting performance substantially exceeding regulatory I

requirements.

Reduced Nuclear Regulatory Commission attention may be appropriate.

Questions were raised and discussions were held

- during and after each presentation.

The Operational Status Reports for Plants Hatch and Vogtle were reviewed.

Mr. Beasley reported that Plant Vogtle Unit I was on line at 100% power and Unit 2 was' off line for refueling.

He stated that Unit I has been operational for 122 continuous days and that, prior to the refueling, Unit 2 had been on line for 306 continuous days (longest record for i

either unit).

Mr. Sumner reported that Plant Hatch Units 1 and 2 were on line at loot power.

i Mr. McCoy reviewed the Nuclear Regulatory Commission's

' Systematic Assessment of Licensee Performance (SALP) rating of Plant Vogtle dated November 25, 1991.

The performance categories are:

Category 1 - Li c e n s e e m a n a g amient attention and involvement are readily evident and place emphasis on superior performance of nuclear safety or safeguards activities with the resulting p e r f'o r m a n c e substantially exceeding regulatory requirements.

The Operational Status Reports for Plants Hatch and Vogtle were reviewed.

Mr. Sumner reported that Plant Hatch Unit 1 was on line at 100% power and Unit 2 on line at 76% power.

Unit 1 has been operational for 86 continuous days and Unit 2 i

for 53 continuous days.

Mr. McCoy reported that Plant Vogtle Units I and 2 were on line at 100% power.

He stated that Unit I has been operational for 90 continuous days and Unit 2 for 97 continuous days.

Mr. Beasley reported that Plant Vogtle Unit 1 was on line at 92% power and Unit 2 on line at 100% power.

He stated that Unit 1

has been operational for 168 continuous days and that Unit 2 had been on line for 76 continuous days.

He reported that refuelings on Units 1 and 2 are scheduled for March 13, 1993 and September 10, 1993, respectively.

Mr. Beckham reported that Plant Hatch Unit 1 was on line at 100% power.

Unit 2 will be taken off line for repair.

The outage is scheduled for March 13 - April 23, 1993 and will include 410 corrective maintenance items, 785 preventive maintenance items and 47 outage design change packages.

Mr. Beckham reported that Plant Hatch Unit I was scheduled for an outage for March 10, 1993 - May 9, 1993.

He stated that they may delay the outage due to the fuel failure problem with Unit 2; once the outage begins, it should take 60 days as originally scheduled.

Major activities will include refuelina, reactor vessel access hole cover repairs, station service battery replacement and integrated leak rate testing.

Mr. Beckham explained that management would like to eventually reduce the outage time to 40 days in the future.

The Operational Status Reports. for Plants Vogtle and Hatch were reviewed. Mr. McCoy reported that Plant Vogtle Units 1 and 2 were on line at 100% power. He stated that Unit I has been operational for 93 continuous days and Unit 2 for 10 continuous days. Mr. Sumner reported that Plant Hatch Unit I was off line at 22% reactor power and Unit 2 on line at 85% power. Unit I had been operational for 126 continuous days prior to the trip on October 22,1993, and Unit 2 for 158 continuous days.

Mr. Sumner stated that Unit I will be on line as soon as repairs to the components in a moisture separator reheater drain line are completed.

t The twenty-eighth meeting of the Nuclear Opentions Overview Committee was called to order at 10:00 a.m. on Wednesday, March 30, 1994, at Plant Vogtle, Burke County, Georgia. Mr. G. Joseph Prendergast (Chairman) presided, and Ms.

Judy M. Anderson (Vice President and Corporate Secretary) acted as Secretary.

The Operational Status Reports for Plants Hatch and Vogtle were reviewed. Mr.

Beasley reported that Plant Vogtle Unit I was on line at 100% power and Unit 2 on line at 95% power.

He stated that Unit I has been operational for 55

continuous days and that Unit 2 had been on line for 70 continuous days.

Mr. Beckham reported that Plant Hatch Unit I was offline for exciter rotor repair and Unit 2 was offline for a scheduled refueling and maintenance outage.

Mr. Beasley reported on Plant Vogtle's power uprate which has resulted in an increased net capacity of 123 megawatts. He also briefed the Committee on Unit 2's third refueling outage.

Mr. McCoy reviewed the 1993 Organizational Goal Performance for Plant Vogtle as follows:

Mr. McCoy reviewed the INPO performance trend graphs for Plant Vogtle.

Lastly, Mr. McCoy discussed the Major Problem Status Report for Plant Vogtle.

It was explained that the purpose of developing specific lists of " problems" is to focus management attention and allocate resources for a safe and ' efficient operation in a cost-effective manner. He outlined the major problem areas and actions to be taken in response thereto which included:

Mr. Beckham reviewed the results of the INPO evaluation visit of Plant Hatch conducted November 8 - November 19,1993. He explained that,in its evaluation prognen, INPO rates a plant on a scale of I to 5 with I being the best. Plant Hatch received a rating of$

Mr. Beckham reviewed the Nuclear Regulatory Commission's Systemic Assessment of Licensee Performance (SALP) rating of Plant Hatch for the period May 31,1992 through November 27,1993. The performance categories are:

Category 1 - Licensee management attention and involvement are readily evident and place emphasis on superior wrformance of nuclear safety or safeguards activities wita the resulting wrformance substantial)y exceeding regulatory re,quirements.

Ieduced Nuclear Regulatory Commission attention may b appropnate.

Category 2 - Licensee management attention to and involvement in the performance of nuclear safety or safeguards activities are good. The licensee has attained a level of performance above that needed to meet regulatory requirements. NRC attention should be maintained at normal levels.

Category 3 - Licensee management attention to and involvement in the performance of~ nuclear safety or safeguards activities are not sufficient. The licensee's perfonnance does not significantly exceed that needed to meet mmunal regulatory reqmrements.

Both NRC and licensee attention should be increased above normal levels.

Since the last rating, the SALP methodology was changed from seven functional areas to four. The SALP results were as follows:

2-The Operational Status Reports for Plants Hatch and Vogtle were reviewed. Mr.

Sumner reported that Plant Hatch Unit I was offline for a scheduled refueling and maintenance outage and Unit 2 was on line at 100% power. Mr.' McCoy reported that Plant Vogtle Unit I was off line for a scheduled refueling outage and Unit 2 was on line at 100% power.

Mr. Sunmer began the Plant Hatch briefmg with a report on the Unit 2 scheduled outage from March 16 - April 13,1994, and reviewed the major activities which were completed during the 45-day outage. He then reviewed the major activities of the Unit I scheduled outage which began on September 21,1994. Additionally, he reviewed a recap which showed the refueling outage days for each unit of Plant Hatch from 1987-1994 year-to-date. He completed his review with Plant Hatch peer plant comparison data for the shortest outage length from 1988 - June 1994.

Mr. Beckham reported on the formation in June 1994 of a Boiling Water Reactor Vessel and Internals Project (BWRVIP) industry group which has been formed to focus on vessel and internals projects and problems. To date the group has been l

focusing on shroud inspection and repair; and plans to 1) identify flaws which have d

He explained that, in its evaluation program, INPO rates a plant on a scale of 1 to 5 with I being the best. The ratings were as follows:

Transformer Failures Mr. Hairston presented a proposed Policy on Reporting of Nuclear Regulatory Commission and INPO Assessments to the Nuclear Operations Overview Committee, which was adopted as presented.

I Mr. Hairston also gave an update on the reply to the Plant Vogtle Notice of Violation concerning diesel generator reporting in 1990. He concluded with a report on the status of the transfer of Plant's Hatch and Vogtle licenses to Southem Nuclear.
