Limerick Generating Station, Units 1 and 2 Revision to Relief Request for the First Ten Year interval Pump and Valve inservice Testing Program Gentlemen.
Attached is a revision to Relief Request No. GPRR-2 (i.e., Revision 3) for the Limerick Generating Statix (LGS), Units 1 and 2, First Ten Year Interval Pump and Valve Inservice Testing (IST)
Progre.m. This Relief Request was originally submitted as part of the original IST Program submitted to the NRC for review and approval by letter dated November 23,1988. ' Relief Request No. GPRR-2 requentari relief from the requirements of Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code concoming the accuracy of pump instrumentation installed in various plant systems at LGS, Units 1 and 2.
By letter dated March 5,1991, the NRC lasued its Safety Evaluation Report (SER) and supporting Technical Evaluation Report (TER) for the LGS, Units 1 and 2 First Ten Year Interval IST Program. As documented in its SER and TER, the NRC identified concems with this Relief Request and only granted relief for certain pump instrumentation provided the inaccuracy of the instrumentation did not exceed *6%. The NRC requested that we revise this Relief Request to address the concems identified in its SER and supporting TER. Relief Request No. GPRR-2 was revised to address these issues and was resubmitted for review and approval by letter dated May 1,1992. The NRC subsequently approved the revised Relief Request (i.e., Revision 1), as documented in a letter dated February 17,1993, provWed that the Relief Request be updated further to include some of the supplemental information that was contained in our letter dated -
May 1,1992. Relief Request No. GPRR-2 was again revised (i.e., Revision 2) to incorporate the information requested by the NRC.
Howevoi, we have recently determined that some of the information that should have been included in the last revision of this Relief Request (i.e., Revision 2) was inadvertently omitted.

Pump instrumentation accuracy and full-scale range shall be within the limits specified in ASME Section XI Subsection lWP Articles IWP 4110 and IWP-4120.
Basis for Relief:
Various permanently installed pressure and flow instruments are calibrated to an accuracy that exceeds 2% of full-scale or have a full-scale range that exceeds the three times the reference value criteria that is specified by the Code Although these instruments do not meet the Code requirements, they are able to provide the same c-better indication accuracy at the reference value that is allowed by the Code.
For instruments to be in compliance with ASME Section XI Subsection IWP, two requirements must be satisfied. The first requirement (specified in IWP-4110, Table IWP-4110-1) states that flow and pressure instrumentation must be accurate to within
- 2% of the full-scale value; the second requirement (specified in IWP-4120) states that "the full-scale range of each instrument shall be three times the reference value or less." Based on these requirements, a maximum indication accuracy of e6% c.an be calculated by comparing the actual tolerance of the instrument to the reference value being measured. An example of calculating the indicated accuracy is shown below.
Example Using a flow reference value of 10,000 gpm and a flow gauge with an actual full-scale range of 12,000 gpm that is calibrated to *2% of full-scale:

The indicated accuracy for the instruments on the pumps listed are less than or equal to iS% at the reference value. These accuracles are the same or better than allowed by the Code.
The following table specifies the instruments where this relief request applies. The j indicated accuracy, which is less than 6% in all cases, is determined by dividing the actual instrument tolerance by the reference value multiplied by 100%.
