ACCEPTANCE Of SCHEDVLE EXTENSION FOR COMPLETING MOTOR-0PERATED VALVE TESTING AND SURVEILLANCE PROGRAM, V0GTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 (TAC N05. M85210 AND M85211)

In your letter of July 9,1992, you requested a one-year extension to June 28, 1995, to complete the Vogtle testing program in response to Generic Letter (GL) 89-10, " Safety-Related Motor-0perated Valve Testing and Surveillance."

In subsequent letters dated October 9 and December 2, 1992, you provided additional information and commitments regarding the details and schedules for the remaining tasks. Specifically, on December 2, 1992, you made the following commitments:

(1) To implement, in the 1993 refueling outages, all modifications currently identified for GL 89-10 MOVs.

(2) To ensure upon completion of the 1993 modifications, based on an analytical evaluation, that all Anchor-Darling gate valves will be capable of operating assuming a 0.5 valve factor and that- all Westinghouse EMD gate valves will be capable of operating using Westinghouse supplied disc coefficients.

(3) To perform, by June 28, 1994, the initial static testing of all GL 89-10 MOVs using diagnostic equipment.

(4) To dynamically test, by June 28, 1995, all valves in the revised Vogtle Differential Pressure Test Plan. This test plan has been revised to add several butterfly, 6-inch gate, and 8-inch gate valves.

(5) To apply, by June 28, 1994, all Vogtle differential pressure test data that are available following the 1993 refueling outages to similar valves as applicable.

Mr. W. G. Hairston, Ill The NRC staff, with technical assistance from our contractor, Idaho National Engineering Laboratory, has completed the review of your request for extension. Our safety evaluation is enclosed. As noted in the enclosure, on the basis of information from your submittals and from our inspections and audit of the your GL 89-10 program, we consider the test plan to be. capable of demonstrating, by June 1994, the adequacy of the overall methodology for verifying the proper sizing and setting of MOVs at Vogtle. In demonstrating the adequacy of this methodology, the NRC staff expects you to verify the valve factor and stem friction coefficient assumptions. Although you have expanded the scope of your test program during'the course of our review, we note that you will need to obtain test data from other sources because your plan does not include any 10-inch or 14-inch gate valves at Vogtle, in view of your commitments listed above, we conclude that your schedule of June 28, 1995, for completing the MOV testing program in response to GL 89-10 is arreptable. We will continue to monitor your progress and evaluate the ioplementation of your program and commitments during future inspections.

This completes our review of your request for extension of the schedule.

Accordingly, the subject TAC numbers are closed.
