By letter dated June 7, 2021 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML21158A193), as supplemented by letters dated October 22, 2021 (ADAMS Accession No. ML21295A035), October 28, 2021 (ADAMS Accession No. ML21302A208), November 11, 2021 (ADAMS Accession No. ML21315A012),

December 2, 2021 (ADAMS Accession No. ML21336A001), December 15, 2021 (ADAMS Accession No. ML21349A005), December 17, 2021 (ADAMS Accession No. ML21351A000),

January 7, 2022 (ADAMS Accession No. ML22010A129), January 21, 2022 (ADAMS Accession No. ML22021A000), February 14, 2022 (ADAMS Accession No. ML22045A021), February 21, 2022 (ADAMS Accession No. ML22052A002) and March 22, 2022 (ADAMS Accession No. ML22081A027), Duke Energy Carolinas, LLC (Duke Energy or the applicant) submitted an application for the subsequent license renewal (SLR) of Renewed Facility Operating License Nos. DPR-38, DPR-47, and DPR-55 for the Oconee Nuclear Station, Units 1, 2, and 3 (ONS) to the U.S. Nuclear Regulatory Commission (NRC). Duke Energy submitted the application pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants, for SLR.

On March 16, 2022, the U.S. Nuclear Regulatory Commission (NRC, or the staff) held a closed public meeting with Duke Energy to discuss the response to request for additional information (RAI) 3.5.2.2.2.2-3, submitted to the NRC on February 14, 2022.

In support of the proprietary discussions, the staff provided discussion topics (ADAMS Accession No. ML22084A110) to Duke Energy prior to the meeting. During the public meeting, the applicant made a presentation (ADAMS Accession No. ML22084A109) addressing the staffs discussion topics.

The NRC staff had a clarifying question during Duke Energys presentation. At the time of the meeting, Duke did not have the information readily available and noted the item to follow up with the NRC staff. By email dated March 17, 2022 (ADAMS Accession No. ML22084A111), Duke Energy provided the information to the NRC staff.

Following this meeting, the staff identified the need to develop 2nd round RAIs and/or requests for confirmation of information (RCIs) to gain additional information on the response to RAI 3.5.2.2.2.2-3.

After being made aware of the staffs intent to develop RAIs/RCIs, Duke Energy indicated that it would no longer be revising their responses to RAIs 3.5.2.2.2.2-3 and 3.5.2.2.2.6-1, Request 2(b) in the supplement expected no later than April 1, 2022, as originally stated in the March 7, 2022 public meeting (ADAMS Accession No. ML22075A204). Because the NRC staff plans to issue additional requests to the applicant regarding the subject, the applicant stated that it can respond to the RAIs/RCIs upon receipt.

Upon learning that a supplement will no longer be submitted to update the responses to RAIs 3.5.2.2.2.2-3 and 3.5.2.2.2.6-1, Request 2(b), the staff took an action to incorporate the request for updates to the RAIs 3.5.2.2.2.2-3 and 3.5.2.2.2.6-1, Request 2(b) responses in their development of the 2nd round RAIs/RCIs.
