REQUEST FOR ADDITIONAL INFORMATION (RAI) REGARDING BEAVER VALLEY POWER STATION, UNIT NO. 2 (BVPS-2) PROPOSED LICENSE AMENDMENT TO CHANGE RADIATION MONITOR ALARM SETPOINTS FOR IN-CONTAINMENT HIGH RANGE AREA MONITORS AND CONTAINMENT PURGE MONITORS (TAC NO. M94953)

Dear Mr. Cross:

By letter dated March 11, 1996. Duquesne Light Company (DLC) submitted a proposed license amendment (Licensee's Change Request No. 103) to revise the alarm setpoints of the in-containment high range area monitors and the containment purge monitors.

The NRC staff has conducted an initial review of the subject submittal and has determined that additional information is required for us to complete our review of this submittal. The additional information that is needed is l identified in the enclosed RAI. The proposed Technical Specification amendment would revise the alarm ,

setpoints of the in-containment high range area monitors and the containment )

purge monitors. The following are the staff's review of the licensee' questions that were raised as a result of s submittal. i l

1. How would the proposed increase in the alarm set)oints of the containment purge monitors impact compliance witi 10 CFR Part 20 for individual a9mbers of the public? (Refer to specific reference to 40 CFR Part 19u . 10 CFR Part 20.)
3. How would the proposed increase in the alarm setpoints of the affected radiation monitors impact compliance with 10 CFR Part 20 for occupationally exposed individuals?
4. Using the proposed radiation monitor alarm setpoints, provide the highest projected dose rate at the site boundary which would result from an accidental release.
