OPERATIONAL SAFEGUARDS RESPONSE EVALL ATION REVIEW 1

(TAC NOs. M98337 & M98338)

Dear Mr. Plunkett:

On May 20-21,1997, N}' personnel evaluated Turkey Point's physical protection l program. This evaluation was a result of a Region 11 inspection in February 1937 that indicated that changes in site protection strategy or capability should be validated. The l

items of concern were similar to some identified in the 1994 Operational Safeguards  !

Response Evaluation.

Ths NRC personnel were briefed on Turkey Point's modified protection strategy, toured the plant to observe paths to key equipment and responder deployment positions, conducted j three table-top armed response contingency drills, and observed two actual armed response contingency drills. The briefings, observations, and drills indicated that the modified protection strategy was generally sound. The detailed validation of the site protection strategy is enclosed.

. The briefings, demonstrations, and drills indicated that your implemented modifications were adequate to resolve the concerns raised during the February 1997 regional inspection. Any further modifications to these areas-of-concern, as described in the enclosure, should be reported to the NRC Regional Office staff.

This letter affects nine or fev 1 respondents and, therefore, it is not subject to Office of Management and Budget review under P.L.96-511.
