1999 EMERGENCY PLAN EXERCISE OBJECTIVES AND EXTENT OF PLAY DESCRIPTION

Dear Mr. Terry:

This letter acknowledges receipt of your letter dated April 19,1999, and the enclosed objectives for the Comanche Peak Steam Electric Station's emergency plan exercise scheduled for July 21,1999.

Based on our review, we determined that the exercise objectives are appropriate to meet emergency plan requirements. The extent of simulation to be used during the exercise was discussed further with Mr. R. Kidwell of your staff on April 29,1999. Mr. Kidwell provided satisfactory responses. We contacted the Federal Emergency Management Agency, Region VI, during our review. Ms. B. Mosely did not have any comments regarding the exercise.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
