SAFETY EVALUATION OF BEAVER VALLEY POWER STATION, UNIT NO.1 .

(BVPS-1), INSERVICE INSPECTION (ISI) RELIEF REQUESTS ASSOCIATED WITH THE THIRD 10-YEAR ISI INTERVAL (TAC NO. M99673)

Dear Mr. Cross:

By letter dated September 17,1997, as supplemented June 18,1998, Duquesne Ught Company (DLC) submitted the third 10-year interval ISI program plan and associated relief requests for BVPS-1. The U.S. Nuclear Regulatory Commission (NRC) staff, with technical '

assistance from its contractor, the Idaho National Engineering Environmental Laboratory (INEEL), has reviewed and evaluated the relief requests. The applicable edition of Section XI of the American Society of Mechanical Engineers (ASME) Code for BVPS-1 third 10-year ISI interval is the 1989 edition. As described in the enclosed safety evaluation (SE), the NRC staff adopts the INEEL recommendations in the technical evaluation report (TER), which is attached to the SE. The NRC staff has granted relief request Nos.1-TYP-3-83.140-1,1-TYP-3-85.70-1, and 1-TYP-3-RH-E-1-1 pursuant to 10 CFR 50.55a(g)(6)(i) based on a determination that the requirements of the Code are impractical. The alteratives in relief request Nos.1-TYP-3-B-G-1,1-TYP-3-APP-l-1,1-TYP-3-UT-1,1-TYP-3-N-509,1-TYP-3-N-521, and 1-TYP-3-N-524 are authorized pursuant to 10 CFR 50.55a(a)(3)(i) in that they provide an acceptable level of quality and safety. The alternatives in relief request Nos.1-TYP-3-B3.120-1 and 1-TYP C6.10-1 are authorized pursuant to 10 CFR 50.55a(a)(3)(ii) si:1ce compliance with the code would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety. The relief granted is authorized by law and will not endanger the common defense and security and is otherwise in the public interest, giving due consideration to the burden upon the licensee if the Code requirements were imposed on the facility.
