APPLICABILITY LIMITING CONDITION FOR OPERATION (Continued)

b. The combined time interval for any three consecutive surveillance intervals shall not exceed 3.25 times the specified surveillance interval.

4.0.3 Failure to perform a Surveillance Requirement within the specified time interval shall constitute a failure to meet the OPERABILITY requirements for a Limiting Condition for Operation. Exceptions to these requirements are stated in the individual specifications. Surveillance Requirements do not have to be performed on inoperable equipment.

4.0.4 Entry into an OPERATIONAL MODE or other specified condition shall not be made unless the Surveillance Requirement (s) associated with the Limiting Condition for Operation has been performed within the stated surveillance interval or as otherwise specified.

4.0.5 Surveillance Requirements for inservice inspection and testing of ASME Code Class 1, 2, and 3 components shall be applicable as follows:

a. Inservice inspection of ASME Code Class 1, 2, and 3 components and inservice testing of ASME Code Class 1, 2, and 3 pumps and valves shall be performed in accordance with Section XI of the ASME Boiler and Pressure Vessel Code and applicable Addenda as required by 10 CFR Part 50, Section 50.55a(g), except where specific written relief has been granted by the Commission pursuant to 10 CFR Part 50, Section 50.55a(g)(6)(1);
b. Surveillance intervals specified in Section XI of the ASME Boiler and Pressure Vessel Code and applicable Addenda for the inservice inspection and testing activities required by the ASME Boiler and Pressure Vessel Code and applicable Addenda shall be applicable as follows in these Technical Specifications:

d. Performance of the above inservice inspection and testing activities shall be in addition to other specified Surveillance Requirements;

e. Nothing in the ASME Boiler and Pressure Vessel Code shall be construed to supersede the requirements of any Technical I Specification.

4.0.6 Byspecificreferencetothissection,thosesurveillanceswhichmusdI be performed on or before May 1987, and are designated as 18-month surveillances (or required as outage-related surveillance under the provisions of Specification 4.0.5) may be delayed until the beginning of the refueling outage scheduled to begin about January 1988. For these specific surveillances

! under this section, the specified time intervals required by Specification 4.0.2 will be determined with the new initiation date established by the surveillance date during the Millstone Unit No. 3 refueling outage.

ELECTRICAL POWER SYSTEMS SURVEILLANCE REQUIREMENTS (Continued) a) An API Gravity of within 0 3 degrees at 600F, or a specific gravity of within 0.0016 at 60/600F, when compared to the supplier's certificate, or an absolute specific gravity at 60/600F of greater than or equal to 0.83 but less than or equal to 0.89, or an API gravity of greater than or equal to 27 degrees but less than or equal to 39 degrees; b) A kinematic viscosity at 4000 of greater than or equal to 1.9 centistokes, but less than or equal to 4.1 centistokes (alternatively, Saybolt viscosity, SUS at 1000F of greater than or equal to 32.6, but not less than or equal to 40.1),

if gravity was not determined by comparison with the supplier's certification; c) A flash point equal to or greater than 1250F; and d) A clear and bright appearance with proper color when tested in accordance with ASD4-D4176-82.

2) By verifying within 30 days of obtaining the sample that the other properties specified in Table 1 of ASTM-D975-81 are met when tested in accordance with ASTM-D975-81 except that the analysis for sulfur may be performed in accordance with ASTM-D1552-79 or ASTM-D2622-82.
e. At least once every 31 days by obtaining a sample of fuel oil in accordance with ASTM-D2276-78, and verifying that total particulate contamination is less than 10 mg/ liter when checked in accordance with ASTM-D2276-78, Method A;
f. At least once per 18 months, during shutdown, by:
1) Subjecting the diesel to an inspection in accordance with procedures prepared in conjunction with its manufacturer's recommendations for this class of standby service;#
2) Verifying the generator capability to reject a load of greater than or equal to 595 kW while maintaining voltage at 4160 2 420 volts and frequency at 60 3 Hz;
3) Verifying the generator capability to reject a load of 4986 kW without tripping. The generator voltage shall not exceed 4784 volta during and following the load rejection;
4) Simulating a loss-of-offsite power by itself, and:

a) Verifying deenergization of the emergency busses and load shedding from the emergency busses, and
