SUBJECT:

Arkansas Nuclear One - Units'l & 2 Docket Nos. 50-313 and 50-368 License Nos. DPR-51 and NPF Response to Generic Letter 89-08,

" Erosion /Corrosien Induced Pipe Wall Thinning Gentlemen:

On May 22, 1989, Arkansas Power & Light Company received Generic Letter 89-08 that requested that, pursuant to 10CFR50.54(f), information be submitted within 60 days on the implementation of a long-term erosion / corrosion monitoring program. This letter provides the required response for Arkansas Nuclear One, Units 1 and 2 (ANO).

Erosion / corrosion inspections began at ANO in 1982 as a response to industry problems and concerns. A programmatic inspection plan has been in place since late 1987. A permanent AND position has been staffed to coordinate the development and. control of the pipe wall thinning program. AP&L's procedure governing Secondary pipe wall thinning inspection criteria has recently been revised to implement a systematic-type procedure that provides guidance for choosing initial and repetitive inspection locations. Criteria within this procedu're detennine preventive action and inspection monitoring requirements. Formal implementation of the procedure is scheduled for August 15, 1989. Current inspection plans were developed through the use of our procedure, the EPRI software program CHEC, past inspection results, and and industry-wide experiences.

Development of an erosion / corrosion pipe wall thinning program, creation of a dedicated staff position to coordinate program activities, and implementation of a formalized procedure provide assurances that controls are in place to ensure that an effective long-term program has been implemented. The ANO program has been compared against the NUMARC i standards and has been found to meet or exceed those recommendations.

Further enhancement of our program is expected as a result of our continued programmatic approach of analyzing inspection results and our continued association with other utilities through the CHEC/ CHECKMATE Users Group (CHUG).

Very truly yours, 890B020364 890721 PDR
