Zion Nuclear Power Station Units 1 & 2 Proposed Amendment to Facility Operating License Nos. DPR-39 and DPR-48 Reactor Containment Fan Coolers NRC Docket Nos. 50-295 and 50-304

Dear Mr. Denton:

Attachment 1 to this letter is a proposed amendment to Facility Operating License Nos. DPR-39 and DPR-48, Appendix A, Sections 3.5 and 4.5-Reactor Containment Fan Coolers. This proposed amendment clarifies these sections following a recent modification to the reactor containment fan coolers (RCFC) and converts the entire section into the Standardized Technical Specification format.

The RCFCs at Zion Station had been modified to remove the moisture separators and filters and to make the accident air flow path the only path available. The existing Zion Technical Specifications include a requirement to stroke each RCFC damper to the accident position every refueling outage.

This amendment effectively changes the verb " stroke" to the verb " verify" to reflect the fact that the flow dampers are permanently positioned in the accident mode. This proposed amendment also alters the format of Section 3.5 and 4.5 to the Standardized Technical Specification format.

Attachment 2 contains Commonwealth Edison Company demonstration that this proposed amendment does not involve a significant hazards consideration. This change has received on-site and off-site review and approval.

A $150.00 remittance is enclosed in accordance with 10 CFR 170. As

, provided by 10 CFR 50.91, the State of Illinois is being notified of this amendment request by transmittal of a copy of this letter and the attachments.
