AMENDMENT REQUEST DATED MARCH 10,1998 (TAC NO. L 31050) AND REVISIONS TO EMERGENCY PLAN AND FUNDAMENTA . NUCLEAR MATERIAL CONTROL PLAN

Dear Mr. Vaughan:

In accordance with your application dated March 10,1998, and pursuant to Part 70 of Title 10 of the Code of Federal Regulations, Special Nuclear Material License SNM-1097 is hereby amended to reflect organizational changes at the General Electric Company in Wilmington, North Carolina. Accordingly Safety' Condition S-1 is modified to include the date of March 10, 1998.

In letters dated September 3, and December 16,1997, you submitted Revisions 4 and 5, respectively, of your Radiological Contingency and Emergency Plan. By letters dated October 1,1997 and January 16,1998, we informed you that our review of these Revisions had determined that the changes did not decrease the effectiveness of the Plan. Therefore Safety Condition S-3 is also revised to reflect the revisions to the Emergency Plan as follows:

S-3 The licensee shall maintain and execute the response measures in Revision 0 of the Radiological Contingency and Emergency Plan, dated December 2,1994, which has been partially revised as indicated by Revision 5 of page i (dated December 16,1997, and titled " Revision Date by Chapter / Appendix"). This Plan may be further revised by the licensee consistent with 10 CFR 70.32(i).

In addition, by letter dated November 13,1997, you submitted changes to Chapters 3.0,4.0, and 7.0 of your Fundamental Nuclear Material Control Plan. By letter dated February 17,1998, we informed you that our review had determined that the changes did not decrease the effectiveness of the Plan. Therefore Safeguards Condition SG-1.1 is also revised to reflect the revision of the Fundamental Nuclear Material Control Plan as follows:

SG-1.1 The licensee shall follow Chapters 1.0 through 9.0 of its Fundamental Nuclear Material Control Plan dated December 16,1987, which has been partially revised as indicated by Revision 32 of page 1 (dated December 11,1996, and titled

" Revisions by Page"), Revision 33 of page 1 (dated February 6,1997, and titled I ,

" Revisions by Chapter"), and Revision 34 of page 1 (dated November 13,1997, '

and titled " Revisions by Chapter") of the said Plan. This Plan may be further revised in accordance with, and pursuant to, the provisions of either 10 CFR 70.32(c) or j 70.34. - I.h)
