SUBJECT:
SAFETY EVALUATION REPORT: AMENDMENT APPLICATION DATED MARCH 10,1998, ORGANIZATIONAL CHANGES (TAC NO. L30150)
BACKGROUND & DISCUSSION By letter dated March 10,1998, the licensee submitted an amendment request to reflect organizational changes at the General Electric facility in Wilmington, North Carolina. The position previously identified in the license as "GE Nuclear Energy Vice President & General Manager" has been renamed to "GE Nuclear Energy President," but is still held by Mr. Steven R.
Specker, in addition, a new position was formed called " Genera! Manager GENE - Fuel," which will be held by Mr. Craig P. Kipp. Mr. Kipp will now have the combined responsibility for fuel manufacturing and product engineering / projects management and will report to the GE Nuclear Energy President. The position previously held by Mr. Kipp, "GE-Wilmington Facility Manager,"
will now be held by Mr. Joe E. Kline, who will report to the General Manager GENE - Fuel.
These organizational changes involve manufacturing and product management and do not affect the environment, health and safety function at the facility.
ENVIRONMENTAL REVIEW These changes are considered organizational in nature. The sta# has determined that the proposed changes do not adversely affect public health and safety or the environment and are categorically :r<cluded from the requirements to prepare a site-specific environmental assessment. Therefore, in accordance with 10 CFR 51.22(c)(11), neither an onvironmental assessment nor an environmental impact statement is warranted for this action.
CONCLUSION The NRC staff has reviewed the proposed amendment and has determined that the proposed changes will have no adverse effect on the public health and safety or the environment.
. Therefore, the amendment application is approved.
The Region ll inspection staff has no objection to this proposed amendment.
