FERMI 2 SECURITY PLAN REVISIONS NO. 27 AND 28

Dear Mr. Smith:

Tliis letter acknowledges receipt of your letter dated April 3,1996, which transmitted changos identified as Revision 27 to the Fermi 2 Physical Security Plan, and your letter dated January 30,1997, which transmitted changes identified as revision 28 to the Fermi 2 Security Plan, submitted under the provisions of 10 CFR 50.54(p).

Based on your staff's determination that the changes do not decrease the overall effectiveness of the plan, no NRC approvalis required, in accordance with 10 CFR 50.54(p). Implementation of these changes will be subject to inspectior confirm that l the changes have not decreased the overall effectiveness o) the plan.

l l After a limited review of the submitted changes, some issues are considered unresolved.

l The unresolved issues include: only one alarm station required to assess alarms under certain circumstances; the exception to ratio of escorts to visitors within the protected area, and the amount of ammunition required for the rifle. These issues are being forwarded to our Office of Nuclear Reactor Regulation (NRR) fc: evaluation and disposition.

You will be informed by NRR of their completed evaluation. Additionally, some observations noted during the prcliminary review of the revisions are addressed in the enclosure to this letter. These issues were discussed with Mr. R. Orwig of your staff on July 31,1997.
