NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20086-0001 4

September 29, 1999 Mr. Otto L. Maynard President and Chief Executive Officer Wolf Creek Nuclear Operating Corporation Post Office Box 411 Burlington, KA 66839

SUBJECT:

WOLF CREEK GENERATING STATION - CL'OSEOUT OF GENERIC LETTER 97-06, " DEGRADATION OF STEAM GENERATOR INTERNALS"(TAC NO.

MA0962)

Dear Mr. Maynard:

On December 30,1997, the staff issued Generic Letter (GL) 97-06," Degradation of Steam Generator Internals." The purpose of the GL was to alert licensees of pressurized water reactors (PWRs) to damage to steam generator internals at foreign and U.S. PWRs, and obtain information that would enable the staff to verify that the condition of licensees' steam generator internals comply with the current licensing bases for their respective facilities.

By letter dated March 27,1998, (ET 98-0022), you responded to GL-97-06 for Wolf Creek

. Generating Station (WCGS). In that letter, you provided a discussion of the program to detect degradation of steam generator internals at WCGS and referenced the Westinghouse report WCAP-15002, Revision 1, " Evaluation of EdF Steam Generators Internals Degradation - Impact of Causal Factors on Westinghouse 51 Series Steam Generators," dated December 1997. You provided a description of the program inspections performed and the inspection summary for the steam generators at WCGS. You also stated that WCGS has Westinghouse Model F steam generators and an evaluation for this model, similar to that done in WCAP-15002, would be completed at a later date. During a conference call on September 22,1999, it was stated that this later report had been completed. The letter provided the basis that the steam generators at WCGS comply with the current licensing bases for the plant.

The staffi review of your response did not identify any new concerns with the condition of the b-steam generator internals at WCGS and did not identify any concerns with the inspection practices employed at WCGS to detect degradation of steam generator internals. The staff,  !

) therefore, concludes that your response to the GL provides reasonable assurance that the -

condition of your steam generator internals are in compliance with the current licensing bases j for WCGS.

The detailed technical basis that supports the staff's determination for all facilities will be published in a NUREG report to be published in December 1999. This completes the staff's Q
