Joseph M. Farley Nuclear Plant - Unit 1 Second Ten-Year Interval Inservice Testing Program for ASME Code Class 1, 2 and 3 Pumps and Valves-Enclosed for review and granting of relief is Revision 3 of the Unit 1 Inservice Testing (IST) Program. As discussed with the NRC Staff, this submittal vill make the Unit 1 IST Program essentially identical to the latest Unit 2 IST Program revision. Alabama Power Company previously submitted Revision 0 of the subject Unit 1 IST Program to the NRC by letters dated September 30 and November 20, 1987. Revision 1 to this program was submitted by letter dated March 17, 1988. Revision 2 followed by letter dated September 9, 1988. The NRC granted interim approval for the relief requests submitted with Revisions 0 and 1 of the IST Program by letters dated December 10, 1987 and March 30, 1988, respectively. To date Alabama Power Company has not received approval for the relief requests submitted with Revision 2 of the IST Program. Revision 3 incorporates changes docketed in Revision 1 of the Unit 2 IST Program which was submitted to the NRC by letter dated July 20, 1989. Revision 1 of the Unit 2 IST Program addressed relief requests referenced by Enclosure 1 of the NRC letter dated March 31, 1989 entitled "IST Program Inconsistencies Identified During the Review." This Enclosure identified six (6) items that required revision or provision of additional technical justification. It is respectfully requested that the relief requests included in Revision 3 of the Unit 1 IST Program be granted by April 2,1990. The enclosure includes a summary of changes to facilitate review. After the NRC grants these relief requests, Alabama Power Company will implement Revision 3 of the IST Program. QOlggy[ $hO s P I
