Exercise Report of the March 31, 1987, Exercise of the Ohio Offsite Radiological Emergency Preparedness Plans for the Davis Besse Nuclear Power Station.

This is to transmit a copy of the Exercise Report of the March 31, 1987,

) joint exercise of the offsite radiological emergency preparedness plans i for the Davis Besse Nuclear Power Station, located in Ottawa County, near the Town of Oak Harbor, Ohio. E is was a joint exercise for the State of Ohio (partial participation), Ottawa County (full), Lucas County (full),

Erie County (relocation center) aM Toledo Edison Company. The counties ,

are impacted by the Davis Besse plume exposure 10-mile Emergency Planning Zone (EPZ). W e report dated May 18, 1987, was prepared by the Federal l Emergency Managermnt Agency (FEMA) Region V.

In the March 31, 1987, exercise there were two Areas Requiring Corrective Action (ARCA) observed. A copy of this report was forwarded to the State of Ohio. On May 12, 1987, the State of Ohio responded with a schedule of corrective actions which was reviewed and approved by FEMA Region V as indicated in the attached memorandum dated May 18, 1987. W e State policy on KI, mentioned in that memorandum, was finalized on May 22, 1987.

there is reasonable assurance that offsite preparedness is adequate to protect the public health aM safety in the Davis Besse emergency planning zone.
