, . NOV 141986 ADDITIONAL LETTERS SENT TO PEOPLE ON ATTACHED LIST Docket No. 50-186 Dr. Robert M. Brugger, Director l Research Reactor Facility University of Missouri Columbia, Missouri 65211
Dear Dr. Brugger:
SUBJECT:
TRTR WORKSHOP ON HEU-LEU CONVERSION RULE IMPLEMENTATION Most of the HEU facilities were represented at the information workshop that the Nuclear Regulatory Commission staff organized and held in conjunction with the September 1986 TRTR meeting. At the conclusion of the workshop, we were asked to provide hard copies of the relevant overhead transparencies that were used as visual aids. A set of those overheads is enclosed, in addition to a copy of the outline that was followed, and a list of those people who attended.
Since the enclosures might not answer all pertinent questions, please do not hesitate to contact our Project Manager for your facility if you need additional information or guidance.
This letter is for information only, and does not require any response.
Sincerely, originals signed by Herbert N. Berkow, Director Standardization and Special Projects Directorate Division of PWR Licensing-B Office of Nuclear Reactor Regulation

TRTR WORKSHOP OUTLINE HEU-LEU RULE IMPLEMENTATION CONSIDERATIONS AND ISSUES SEPTEMBER 26, 1986 I.- Introduction (H. Berkow)
Background, genesis and purpose of rule Purpose of Workshop Outline and scope of Workshop II. Participants and Responsibilities (R. Carter)
Identification and roles / responsibilities of all participating groups in implementing conversions DOE /D0E contractors NRC/NRC contractors GA Technologies Licensees Others, as appropriate III. Unique Purpose Considerations (R. Carter)
Discussion of Generic Letter 86-12 Scope, content and procedure for preparing and submitting unique purpose consideration request under 10 CFR 50.64(c)(1).
Staff-procedures for reviewing requests and criteria for approval /
disapproval Schedule for reviews and decisions Duration and limitations for granting of consideration Options available to licensees granted unique purpose consideration; e.g., continue using current fuel, use MEU fuel, use advanced HEU fuel IV. Conversion Priorities and Timing (H. Young)
Relative priorities for conversion, how determined and by who Approximate tireframe for each affected licensee Total vs. partial core conversions Specific categories of costs to be funded by government; type and scope of technical assistance provided by government; other types of support provided to licensees Availability and use of current HEU in interim until suitable LEU and funding are available TRIGA vs. plate-type reactors Support for commercial reactors V. LEU Fuels (R. Carter)
Available fuel form materials and fuel element configurations, both plate and rod Procedure and schedule for NRC review and certification of safe operation and licensability of new fuels
VI. Conversion Proposals (R. Carter)
Scope, content and procedure for preparing and submitting written proposal for meeting requirements of 10 CFR 50.64(c)(2), including supporting safety analyses, schedule, funding certification, etc.
Categories or groupings of affected reactors which might be amenable to coninon or generic safety analyses and other supporting documentation Assistance provided by government in preparing proposals NRC confirmation of status of government funding availability Procedure tc be followed if funding for conversion cannot be certified Issuance of order and implementation of same Format and types of orders Difference in applicability and implementation of rule, if any, between university, commercial and government-owned reactors and between TRIGA and plate-type reactors Possible required physical security program upgrades prior to conversion '
VII. Legal Considerations (T. Dorian)
Situations where an order other than a 2.204-type might be appropriate or necessary How the license actually gets modified by the order; comparison with amendment Legal / hearing implications of order In accordance with 10 CFR 50.64(c)(3), the scope of changes to the license, facility or procedures that NRC can direct in conversion order: " .... direct both the conversion and any necessary changes in the license, facility and procedures".
Options and procedures if licensee wants to make changes beyond those deemed necessary under 10 CFR 50.64(c)(3)
Legal / hearing implications of licensee request and NRC approval of unique purpose consideration Actual form of approval or denial of unique purpose request Fees waiver provision
