We are continuing our review of your amendment request for Amended Facility License No. R-103 for the University of Missouri Research Reactor which you submitted on October 29, 1996. During our review of your amendment request.

questions have arisen for which we require additional information and clarification. Please provide responses to the enclosed request for additional information within 30 days of the date of this letter. In accordance with 10 CFR 50.30(b), your response must be executed in a signed original under oath or affirmation. Following receipt of the additional information, we will continue our evaluation of your amendment request.

1. You requested a change in your technical specifications (TSs) to allow l the Reactor Advisory Committee to be a) pointed by and report to the  !

Office of the Provost instead of the Clancellor. Please provide a discussion that justifies this change.

2. Please add a legend to Figure 6.0 that defines the meaning of solid and dotted lines between organiz1tional units. l

3. As part of the justification for removing the position from the MURR organizational chart, you state that the University Radiation Safety Officer no longer has responsibility for radioactive materials at the tiURR. Is this also true for the Vice President for Academic Affairs?

4. You have made several changes to Figure 6.0 that are not discussed in your application for amendment. The title " Board of Curators of the University of Missouri" is changed to " Board of Curators for the University of Missouri." the title " Reactor Facility Director" is changed to " Reactor Center Director." and the title of "Vice President for Administrative Affairs" is removed from the organizational chart.

Please provide a discussion of the justification for these changes if-you desire to make them.
